EUTB – Ergänzende unabhängige Teilhabeberatung

Our regional Supplementary Independent Participation Counselling (EUTB®) is aimed at all people with (threatened) disabilities who live in the City of Munich and need an active support for their full and equal participation in society as well as their family members and beloved ones. It works according to the principle of „One for All“, regardless of the specific impairment and at „eye level“.

The aim of our EUTB® is to support those seeking advice in their concrete life situation to make decisions in a self-determined way, according to their individual needs, regardless of providers who pay for services or service providers.

The EUTB® is not intended to replace existing information services. It is complementary and does not compete with the statutory duty of rehabilitation providers to provide advice and support. In accordance with § 32 (2) SGB IX (as amended on 27.09.2021, Federal Law Gazette I p. 4530), the counselling service extends to providing information and advice on rehabilitation and participation in accordance with the Social Security Code additionally to the statutory duty of rehabilitation providers to provide advice and support under SGB IX and to other counselling services. The low-threshold and addressee-oriented counselling service is intended to provide those seeking advice with the necessary orientation, planning and decision-making aid in the run-up to the application for concrete participation benefits.

A special aspect of the EUTB® is counselling by those affected for those affected (the method of „peer counselling„). In our EUTB®, those seeking advice can be advised by „peers“ who know the reality very well due to their own social disability as affected persons. Our peer counsellors include and reflect their personal life experiences with disability and discrimination into counselling. This creates a trusting framework at eye level, in which the peer counsellors also serve as role models.

The EUTB® of Charter 22 is entirely in line with the UN Convention on the Rights of Persons with Disabilities (UNCRPD) through the empowerment approach (helping people to help themselves) and the peer-to-peer counselling method, which is intended to encourage people with disabilities or those at risk of disability to take more personal responsibility for individual life planning and shaping in accordance with their personal wishes.

It holistically addresses the individual personality and situation of the person seeking advice and includes their entire social environment with the aim of strengthening their personal responsibility and self-determination.

Our peer counsellors inform those seeking advice about their rights and possible benefits for participation. They are only obliged to the disabled person seeking advice and contribute to improving their opportunities for participation by using the counselling method of peer counselling.

Note: Legal advice is not provided in the EUTB®. Assistance in objection or lawsuit proceedings cannot be provided either. Legal advice is individual, concrete advice in legal matters. Legal advice is regulated by law in Germany under the Legal Services Act. Accordingly, only certain persons may provide unrestricted, out-of-court, fee-based legal advice in individual cases, namely essentially only lawyers and legal counsellors.
